I've been watching various shorts by Stan Brakhage on YouTube and noticed that the earlier ones never have copyright notices attached. Is it safe to assume they were initially exhibited without copyright notices and the ones from 1977 and earlier are consequently public domain?

It is NEVER safe to assume anything.

Users of Youtube will cut out parts of their video to get around Youtubes system. So it would be best to find other copies to double check if those copyrights are on there or not.

Also, to me, your Q: seems to imply some things.
You may want to check Youtubes TOS if you are thinking of downloading from their site.
Part of the TOS reads:
"You agree not to access Content through any technology or means other than the video playback pages of the Service itself, the Embeddable Player, or other explicitly authorized means YouTube may designate."
As youtube, itself, does not have a download option you would be breaking your agreement with them.
Right or wrong, you still need to cover your butt before hand.
